if you are comfortable working on vehicle just get a manual

it is recommended that you do replace the timing belt at the same time

just a thought, time for full maintenance

set of spark plugs, ignition wires, distributor cap, and replace coolant all at the same time

ps-make sure you replace the plugs and wires one at a time so you don't mix them up

the water pump on a neon is driven by the timing belt

remove the timing belt front cover and timing belt to get at it. the rear cover does not need to come off

Yeah the water pump is connected to the timing belt, but i never did that so I can't help sorry!
